Im having the clunk prob also. Harley tightened it twice. the second time they told me it wasnt covered under warranty but they did me a favor. I just bought the bike to my favorite aftermarket shop to see what they can do. i never ajusted my fork stem on my 98 fxd for the 39,000 miles i owned it WTF. [8D]

its a thicker, hardened washer. \\; Allows the nut to get complete compression of the steering head. \\; Dunno if the nut is bottoming out on the threads or what, but it seems to fix most peoples clunks. \\; Hopefully mine too, cause its in the shop getting some other work done along with the washer install.
if they did not adjust your fall away when they did the washer it will not fix the issue. fall away must be adjusted as well. \\;\\\\\\;
If I'm not mistaken, the instructions that come with the new washer include checking the fall away. \\; I know my indy did that, but the techs at the dealer may have to be "reminded".
For what its worth... I had the same problem with my '07 dyna (same front end) \\; and after two dealers and a third person looking at it... it was discovered that the gas tank bolts were loose.  \\; I'd feel stupid if so many others hadn't missed it!
Mines being done under the extended warranty i bought... else i'd have done it myself, IF i could figure out how to get the cover off the nut wiithout screwing it up...my service manual hasn't come in the mail yet!
