yes sir! take alot of taping and prep work but it can be done... just so you have an idea i can send you a few pics of wheels i have done on that order doing what you arelooking to do

do you media blast, mask,coat, then remove tape and clear whole rim?
first will media blast it down... then lay down base, mask and run the next color... no clear typically... when you clear a metalic powder (like chrome in the pic below) it looses a bit of the bling... so just the powder and a smile! here is a pic of the rocket wheel along the lines of what you are talking about
masking the wheel is the hard part... esuring that there is a clean line is tough to do on very pouris metal... the masking tape is heat activated so you have to heat it, apply it and shape it then let it cool... alot of times just to lay down one line you have to heat and mold the tape about 5x's... can be a bit stressful
did the black... then did the chrome middle afterwards.. then mixed our own paints to match the middle and did the bikes accent colors and stripe.

yep looks more like a brushed polished alum... i am a big fan of the candies! some awesome ones out there! expecially by tiger coatings!

Well, I can't assume it would be inexpensive. Killer work there Joe. I would love to get this done to my wheels, but it's outta the price range right now.
