You haven't given any info on what kind of shape it's in, how many miles are on it, or how much they want for it. Just being a '99 doesn't make it good or bad. But being almost 10 years old may depending on how well it has been taken care of.
With that said, dynas were redesigned in 2006 and in 2007 all models were upgraded with a 96" motor and 6 spd. tranny. So, it's not just a 10 year old version of the same bike you can get today. There are probably a lot more similarities than not, however.
I have only seen a add on the internet. It dosnt say how many miles (km) it has on it. The add says its in very good condition. And has a lot of extras such as other handlebar, headlight, turnsignals, forward footcontrols seat and pipes. Dosnt say brands of different extras.
Wanted to know if should look for something special if that year had any special weakness.
When I have looked at the bike and talked to the seller I'll know more.
I just picked up a 99 Wide Glide with about 19000 miles on it. That year they went from the 80ci to the 88ci engine which was a big improvement (or so I've heard). I did get lucky that the original owner was the seller and he took great care of the bike. As stated above that will be very big in determining it's worth. I couldn't find anything on the 'net or here saying that there were major issues with that year bike.
Don't know of any major issues other than the cam drives; there were also some changes in the transmission and a change to dual piston calipers in '00...as well as a change up to sealed wheel bearings. If it's clean and well kept it could be a good deal at the right price. If I had to replace my bike I would look for a clean used '02.....last year for the timkin bearing on the drive side of the best crank put in the twin cams; but I like to modify my motors quite a bit.
