I put on the Memphis Fats with lowers, and love them! No more bugs or rocks getting my shins and my helmet stays on now! Check out http://www.memphisshades.com

Maybe give this stuff a try first before buying a new windshield.
Novus Heavy-Duty Plastic Polish and Scratch Remover

I haven't tried it, but a google search came up with this.

Not sure if you can sand/polish the scratches out. Not sure if thats a lexan type plastic or not.

I had a spill on a Triumph with a wind shield that got quite badly scratched. I managed to get it nearly 99.9% perfect by polishing the scratches out with a very fine chrome cleaner and then buffing it with red buffing paste, it takes time but if you want to get it right you've got to be prepared to do it right. You can also use very fine emery paper to start but switch to the polish once you've got the bad stuff level.

Ride Safe.

Try tilting it forward like the picture below. They also make some stuff to clean up the plastic and cover up some scratches. It was in another thread about windshields, but I don't remember what it was called.
