When you look at this pic (FXDP left vs FXD right) please notice the difference in space between the lower triple tree and the slider cover of both bikes.
It seems to me that the FXDP lower slider tubes are a bit longer compared to those used on the FXD. According to the FXDP parts book the part# is 45365-94.
I hope someone on the forum (FXDP-owner) can help me out on this one and measure the space like I did (see pic) with the bike on the lift and the front wheel off the ground.
My guess is that the stock inner fork legs lenght is 24 1/2 inch and the FXDP inner legs 26 1/2 inch.
your picture shows less than 6" on your rule - so I'm not sure how it gets to 6.1"???
I'll measure my FXD when I get home - I know your question relates to FXDP - but at least you'll have another data point. Is it possible that the tubes are adjusted up in your FXD picture? It's a bit blurry at the top tree - hard to tell.
