HD....I know this is a stupid question BUT have you tried rotating the wheel and seeing if you might find a spot that will clear it.There is sometimes a sweet spot that may work.
Pstan,try not to use an adjustable wrench unless its an emergency.Box end will save your knuckles and the bolts.

Guys! Drop the shock on the left side. Thats all I had to do to get at the last bolt. BUT you will need a clamp to squeeze the shock back down so you can put it back on...

I put the rigid mounts an my Bob, I let some air out of the tire and the bolt cleared the tire just fine. Also try using a ratcheting box end wrench to loosen the bolt. It is definitely much easier than a traditional wrench.
