Because for only "stage.1" level mods, the stock system can handle it. If you start adding performance enhancements above and beyond the stage.1 level, the narrow band O2 sensors won't be able to handle it.
I personally am running the TTS, and to date only have stage.1 level performance mods. I didn't 'need' the TTS at this time, but I plan to do more and learning to tweak on stage.1 level stuff before I do more, is in my gameplan.
The stage.1 code download from the MoCo is the biggest rip-off from HD yet. I know 'cause I had it done.... the bike sounded different, and vibrated more.... obviously I had more power...
