I also like this speedo mount. It's more low profile. Maybe a custom made mount in this style is an option if it doesn't fit. I'm also searching for a solution for my 03 FXD
I got a chance to look at the 48 up at the I-X center show last weekend. Looks like it's a unique upper triple tree made especially for that speedo mount. There's no riser, the mount just bolts directly to the tree. So to answer your question in a word, no.

... damn. im sure something can be relatively easily frabricated.
looks like they still have the same top tree as all 39mm forks do. Just mounted the speedo to where the brow(or trim piece on the custom sportster model) is. Mud mounted his speedo to his top tree(49mm forks for those with 06+). He has a speedo tach combo on it.
The lower tree looks new, rounded to match the top. Here is a 39 mm upper tree:

I think your right rounder. It looks like the just mounted it where the eybrow would normaly go. Their are a few guys in town that have mounted a tach speedo combo on some of the older dynas (05 and older) in the same place.

yeah, the guys that owns sportsters do this as common practice to change bars and riser setup. They just get longer bolts and mount over the brow with some spacers for clearance. I like how they did the forty-eight though.
