I am getting ready to replace the stock buckhorns with 12" apes. Do I have to remove the tank to replace/extend control and throttle cables? I plan to run cable internal to bars.
I had mine done, (mini apes) last week by the dealership. Good news, the contol wires/harness doesn't have to be replaced or spliced on the '09 FXDC.
There's enough length with the stock harness under the gas tank for mini ape bars. The brake cable and throttle cables were exchanged for longer ones. The signal lights weren't relocated, so no problem with those wires either.

If you had the HD mini-apes, then yes... but they are only 10.5 rise at best. With a true 12" rise, you will probably need longer wires and cables.... but it also depends on how wide the bars are.
I installed the HD fat mini-apes and and went +4 with the Barnett cables. They are 10.5 rise on top of 4" risers.
Thanks for the info. Would you recommend to run the control wires internal within the bars than exposed? I think the wires being hidden provide a cleaner look. What handlebar manufacturer do you recommend in 12" apes.
