lo-jack is only good as the Police equipment on hand & lo-jack could take up to 30 min to an hour to call you if & when your bike is moved without you doing it.
I would put the extra in Insurance and get the piece of mind.
Read the lo-jack web site then consult with your local police & see if they even have the capability. then compare the install price vs Insurance.

WTB, I had no idea it could take that long. I also see your other points, thank you. I will look into it further. I am leaning towards just using the alarm with the pager and just get the proper insurance coverage.
If I am going to spend the money, it will be to have them change the exhaust. By having them do the change, it will be included in the warranty.
I am leaning towards V&H Big Radius chrome.
