Default Engine surging @ cruising speeds

When I take me '08 Wide Glide out for a cruise, (first Harley), it hunts and surges at city speeds. The seller said it has been re-mapped. It has a V&H 2 into 1 Pro Pipe and retains the stock air cleaner tear drop chrome cover, with no rear half to encase the whole element. The seller says this gives more air flow by nlt having the back half so would a bad re-map give these unsteady motor RPM symptoms and is another re-map in order or put on a proper electronic controller from Fuel Moto etc.??? The exhaust pipe seems very black, I haven't checked the plugs like somebody else suggested on another thread.
Thanks

That surge feeling can also occur due to drive belt tension being off. Just an FYI.

I had surging on my bike due to a wiring short to the rear lights. Wire had come loose and was bounding against rear fender while riding, shorting it out. Might want to just check your harness over.

Doesn't sound right "electronic controller" needing to be re-mapped ...

You didn't say if it has a 'add on' fuel optimizer system ... but, even if it did, that would most likely not be the problem in my opinion ....

It could be a short somewhere else in the system, or possibly a belt tension issue (although don't quite know how the tension would have gotten far out of calibration enough to create that effect--rear tire change and not properly adjusted ...?) as suggested ...

Other thoughts are - it could be a throttle position sensor, or possibly another sensor (crank position sensor, manifold absolute pressure, etc.) that feeds into the ECM system is giving a bad reading and causing the surge ... I would look at your service manual and check all of the inputs to the ECM from sensors and check for shorts in your wiring system ....

Not 100% sure whats been done done with the filter sounds a bit of a lash up. A proper stage one filter to increase the air flow with a Power Commander and remap from Jamie at Fuel Moto should help. It sounds like its running rich with the black exhaust. Even without a PC the filter needs sorting so the stock ECM can recalibrate, that should help with the surging.

You cant tell if a bike is running rich just by sticking your finger or by looking at a exhaust pipe.. that has no idication if it is running rich or not... cuz at times it might run rich and deposit these carbon buildups on the walls of the pipe... Thats about as logic as sticking your finger up your butt and pulling it out and saying there is $h!t on it and that you are sick or that you havent been eating properly. A better indication of saying it is rich would be to look at your plugs, not the Exhaust.

Can I still retain the stock chrome air cleaner cover while using an aftermarket hi flow Stage 1 filter? What's a good filter, K&N perhaps?

It sounds like you may have a stage one for a dyna, just installed one myself, pull the cover off of air filter, if the assembly looks like the picture its a stage one, if not then you may need to fix whatever has been done.

Just got a aftermarket filter that comes with a backing plate from Fuel Moto, and you can use the stock cover with it, but you do not use the stock back plate that adapts to your EFI throttle body, The new one comes with its own baking plate and hardware etc.
