A/C rain sock info request

Slightly OT, but related.
Back in the day a buddy had a 454 with 2 Holley's on top of a Tunnel Ram. Straight Velocity Stacks, no filter. Ran it in all weather. Rain no problem as long as the stacks were covered when it was not running. The water was supposedly good for the engine. Caused the carbon to be steamed out.
I'd be more concerned about the ignition system and slippery roads.

Pulled the trigger on the H-D rain sock

I based it being water related to carb since when I tried to restart, it would turn over but not fire until I had to crank the throttle several times to get gas into carb Sort of pumping the pedal in a car. While i was trying to stat and pumping. it would almost catch and sputter until I really pumped and then it seemed to get enough gas to catch. Once started it would at first be sluggish and the more I pumped gas the more idle picked up until it was responding to throttle correctly. Seemed carb related and not electircs
