When applying a tank decal, does it need to be clear coated over the decal?
Or can I just apply the decal and go?

Definitely clear coat IMHO. The decal is actually quite fragile and I suspect won't survive being knocked or rubbed against for very long. I've owned Harleys with decals that have been clear coated and have repainted one of them, with decals on tank batwing and tourpak, and had all four items clear coated. They are as fine today as when first applied several years ago!
