Ya, with the bike level I fill my 2004 till the fluid level touches the bottom of the clutch pack.

What I was trying to add for Mr C908 what that at least according to Harley and from my experience that you can indeed get two time the recommended fluid in the primary. According to Harley's Caution

Do not overfill the primary chain case with lubricant. Overfilling can cause rough clutch engagement, incomplete disengagement, clutch drag and/or difficulty in finding neutral at engine idle.

The overfilling come from misunderstanding were the arrow is pointing to in Harley's chart It appears to be pointing to the edge of the primary cover but is actually pointing to edge of clutch pack which is actually if you look at the picture at the 3:00 o-clock position the outer edge of the diaphragm spring. When you follow that edge down to 6;00 o-clock you will realize that the oil level is well at the bottom edge and barely visible down there in the primary. In my 04 softail 26 oz will get it to this level. You can put twice that before it comes up to edge were it runs out of clutch inspection cover (derby cover) Even when I had the whole primary cover off it took less then a quart to fill it up to this level
My first attachment shows the outer edge of the clutch disk just below the rivets on the ring gear on the clutch pack. My second attachment is the misunderstood figure for level and the warning note.

Just changed all my fluids to amsoil.. Jacked the bike up level, poured a quart in per the service manual and works fine. The clutch does seem to be much smoother.
