I concur frame geometry in inconsistent with FXR, most likely late 70's shovelhead FXE ....

I ride with a friend every weekend who has an 78 1/2 Lowrider that he bought brand new and it looks exactly like this bike he has 50,000 plus on the motor with no leaks , it runs like a scared rabbit on the highway ..... Great photo of your dad ......

 

didn't an fxef have dual headlights?
I actually have an 81 fxef on my lift at work right now.

 

That picture looks like the first year of the Lowrider, I think it was 1977 or 78. The pipes, the color and it is definately a Shovel, anyone says different they don't know what they're talkin about.
