Default passenger peg mounts

I just bought a pair of passenger peg mounts for my 09 Street Bob. The instructions say to loosen the rear wheel and move it forward to allow slack in the belt. Just curious why this is necessary. It seems that the belt guard can be removed without this procedure.

I just did this also. They tell you to slacken the belt because the belt gets in the way of the wrench when tightening the bolts for the peg mounts. I managed to do it without loosening the wheel by placing the bike on my lift and jacking it up and then I wedged my wrench in between the belt and the bolts.

you can do it but the belt guard has to come off.
you can leave the wheel on.
it's just a bitch because the belt is in the way
