Where do you draw the line? Is requiring mirrors or turn signals forcing you to modify your bike? Is requiring operable brakes on a logging truck beyond the limit, since they think it is acceptable but apparently the trucker doesn't agree?
Living in a society brings many benefits but also responsibilities. You can choose to fulfill yours, work to change the laws, or move to a state that doesn't have the same requirements. I personally don't have a problem with baffles or mirrors - heck, the exhaust on my Electra Glide is bone stock and I wouldn't have a serious issue if I were forced to put the stock pipes back on the Dyna. But I also respect and support your right to modify your bike as you see fit, provided it complies with the laws or you are willing to pay the consequences.
