Can you relocate the sticker to the upper fork where there is a triangle piece with a hole. I have seen this on some bikes at the dealers, on a used bike.
At least you got a plate, my stealer slapped my sticker right on the fork. I'd leave it there. If you go w/ forwards the bolt should be long enough to catch enough thread with the plate being an extra spacer.
Mine is on the lower part of the fork, left side. Hold on and I will go look at it...It is mounted on left side, facing towards the rear on the lower break bolt.
I have my sticker on the forks and I wish I could put it somewhere else. I WAS under the impression that in NY it HAD to be there....now I will look for alternatives....

All kidding aside, cops here in PA if you showed them you inspection sticker coming out of your wallet, you would be in the back seat and the bike on a roll-back : - )
I know someone years back that pulled that (w/a car) inspection sticker, must be put on by a license PA inspector on the left side down tube (at least itâs the ugly lean side : - )
No bolt on plates, if a plate is used must be welded on the left side.
