Well, the Softail Pulleys used a rubber seal/gasket to seal off the the casting holes on the pulley side which are Not sealed off when you install a Dyna pulley. So there is a very small gap (hard to see because the outside of the pulley is in your sight line) at where the pulley meets the mounting flange where water can enter the interior of the wheel

The simplest solution would be to use this Blank-off Plate/Shim# 43837-00 (see the Bay link below). It's really intended for the Brake Rotor side so you may have to enlarge the holes for 7/16" Pulley bolts. I would use a touch of sealant between the plate and hub mtg surface.
What brake rotor are you using? ... the original equip?
** If you end up getting that blank-off plate, I'm really interested in the Hole Size as supplied
