The lower you go with shocks the more you should spend on them! Travel reduces with shock length, so does quality of ride, so spending more should get better damping control and ride quality. Personally I wouldn't fit short shocks, especially if you have designs on a riding buddy. Then you will need to spend on shocks to give her as comfortable a ride as she deserves!
I have the 430s on my 07 SB, 12 inchers. I really like them, You can adjust them by hand and when I ride solo I have them adjusted all the way out. I'm about 185lbs with my gear on. I talked to a guy from progressive and he suggested 430s for me and I'm glad I listened. Good luck deciding and if you can't call and talk to them, seem like decent people.
I weigh 220+, I installed stock length - I think it was 12.5".

Did you by chance get a loaded sag measurement with you on the bike? I usually shoot for 1 inch loaded sag when adjusting spring tension.
To me the stock street bob shock springs are ok,but the stock shocks are way underdamped for my weight and allow far too much movement compared to the reworked front end on my ride. I just wonder if I should go with standard length and standard springs when I buy mine, which I need to do immediately before riding season is in full swing.
