They look like Heritage Softail bags, or a knock-off to look like them.
I'm not a fan of hardbags on a dyna but after looking at them, I quickly imagined a ribbed goodson a/c similiar to what Surfor Chop has, and ribbed covers around the engine.
Painted on the rear fender or tank would read 'Ribbed for her pleasure." I don't mean that sarcastically. Just in jest.
