I am also 5' 5", I have a 30 inch inseam. BB seat is nice i can touch with no problem and also have apes. The seat is slung lower than factory and it positions you a little closer to the tank. you can also put a fork lowering kit in for a reasonable price as well. I ride a 05 superglide stock height. I have a metal seat pan ( old school looking) but i ride with the factory seat as well just fine. Being short you adapt well to things because you 've always had to, I just ride with a "chunkier" boot, i can touch fine.

I am 5'8" with a 30" inseam. I have the BareBones and Progressive 11" shocks. The seat isn't bad. I think it depends more on your body build than anything(the comfort of the seat). In other words, if you are heavier, it's probably not going to be very comfy. I weigh 190lbs and it ain't bad-most of the time. Sometimes it does get a little hard on the butt. The do sell them with gel inserts, but I've never ridden one of those. Anyway, I agree with everyone else. Your inseam is going to have more to do with being flat footed. With my mods, my legs are bent pretty comfortably with my feet flat on the ground.
I just went out and measured and my seat is 25 3/4" from the ground with no weight on it.
