The cables have some slack the bars now have probably 2 inches of rise I guess I will have to try the bars then change the cables if they don't work

The FXDX actually does have a ton of slack with the stock bars for whatever reason. Guys on here have gone to 10" T-bars with stock cables, not sure about apes though. I have 9" rise bars and I needed a new clutch cable. I got a +4 one and I could have got away with stock, had to be creative with the routing to get it to look clean.

I know coming from a heritage softail you can put 12 inch apes on with the stock cables no problem

You are exactly right, IF I could see it I could give you an intelligent answer.
The thing is you are buying a 12 year old used bike, who knows what mods have been done, you give ZERO details such as are the bars actually the stock bars, are the cables the stock cables...
How do you expect anybody to give you a serious answer?

Some things like tank swaps are relatively cut and dry, answering questions to which there may be numerous variables will get you what you got. The answers you are getting are worthless if you left out any important details, many guys on here will just guess or tell you what they have heard on the grapevine.

Everyone also has a different idea about what looks good when it comes to cables, some do not mind cables that look like they could play a tune, others like me prefer they be neatly routed and not taught at all.
When I changed from my stock 10" mini apes to 14" Wild1 apes I had to get different cables because they were nearly 8" wider than stock as well.

You should know how to operate a tape measure, figure it out since you can see it.

My apologies if I hurt your feelings, but get real, provide enough information to get thoughtfull answers and you will get them.
