I'd get a service manual first thing. I don't know everything a Street Bob has in the forks. I don't think I've ever seen a foot long length of tube in the fork but it could be in there for the spring to ride inside?
There is obviously a problem with your set up and it is probably not safe to ride and at the very minimum could damage the forks not to mention you.

Race tech does not make a constant rate fork spring for the dyna. I would not use the spacer to lower your bike. The spacer is to set up the proper sag. There are many different ways to go with your front forks but until you get the proper sag set up, you will just keep throwing money at a problem that you never solved.
One you get it set up properly, throw in some ricor intimidators with some amsoil shock therapy fork oil.
For now, park it and do some more reading so you can come up with a better plan.

I'd put in the Intiminators while doing this so you don't have to go back in and trim the spacer even more. I did this change on my Road King and it made a HUGE difference!

what did your sag come out to? I checked into the single rate fork springs for the 49mm dyna forks and traxxion is the only one that makes them. Kinda hard to believe huh.

Got it set to 3/4" with 3 7/8" spacers, Race Tech 1.0 springs, and Ricor Intiminators.
