It seems that FXD2003 has fed you the right info from what I have been able to look up.
Blue to Red=Running
Red/Yellow to Black=Brake
If you happen to hae the setup like that found in the second diagram on the pic I posted, and you have the white/orange wire, you can try that in place of the blue wire for the running light.

i had this same problem with another scoot -
it drove me nuts
untill i walked away an thought about it ....
it wasnt grounding the unit because of the powdercoating and the paint
no matter if it was bolted to the scoot or not
it needed its own ground from the harness
i slapped myself when i figured it out
