Mine did that they changed it under warranty (that's long time gone now) and this year it's doing it, right now as a mater of fact, I'm gonna change the rubber, and I can see having to scrape the bubbled paint off and a few touch-ups soon.
A couple of years ago I had a repeated problem with my 07 Dyna. A dealer told me they had issues with a number of them. I replaced the reservoir and the cover (if I remember correctly - the dealer gave them to me) and have never had another problem.
this is the second cover replaced under warranty, checked the torque on screws at 15 in.lbs at spec. notice its coming out on top of seal& cover. removed cover there is brake fluid on top of seal and in the baffles of seal it must be getting around sight glass and trailing upward when brake handle is moved and as bike is rode the movement cause's it. the bike's and atv's with solid covers don't have this problem never found fluid on top of seal. **** poor design. any suggestions my warranty runs out soon can see there being a hassle over another cover at the dealer. just want the situation resolved.
So did they replace the seal and cover or just the cover ????
they replaced both. called green mountain Harley in Vermont they are going to look at it on sat. they said they have install chrome covers and new seal should take care of problem. but they would get to the bottom of the concern.
A lot of people invert their covers after they have removed em, don't do that peps, keep em the right way up on a clean bit of paper, no chance of the fluid running under the seal then and giving the impression of a leaky seal, as the pads wear so the fluid level drops, this void is then taken up by the baffle/seal, there has to be an air channel open at cover to allow this to happen and this is where the fluid will leak from if you invert the cover, hope this makes sense :-)

Dellboys Garage has a video on you tube on changing brake fluid where he shows clearly how if you invert the cover when setting it down on the bench the fluid will leak through that tiny little hole and when you put the cover back on it will leak just like The Org says.
