Guess ill order pads and bleed it. This thing won't even get close to locking up the back tire.

Except for low speed braking on poor surfaces I hardly every use my back brake. Or, as Hogpro stated, in a pucker-type situation that I need every last bit of braking power on tap. When you start to brake you have a significant weight transfer to the front of the bike. Somewhere around 70%. This means that the rear wheel gets lighter and that brake becomes less effective and more likely to lock up. Since the front does most of the work that's what I use.
As for yours not even being able to lock up, before you go and buy new pads try bleeding it and see if that helps.

Because there is no need for me. Most of your stopping power is in the front brake(s).
