I have a 96 fxd with 4 1/2 apes, was curious if I went with drag bars with 4 inch risers would I have to get all new cables, I've tried searching but really no clear answer, would I have to get taller risers? If anyone could chime him and help me out would be much appreciated

Yeah, or roughly that tall, their not big tall at all just not liking the look

 

That depends on how compulsive you are about things being perfect in your view.
I've switched between 12in apes and 34in wide low rise drag bars and just rerouted the cables etc through the fork tubes and up to the handlebar.

 

If that is the case, all you need is bars and risers. I actually have a new set of drag bars and risers from a 13 Wideglide that would bolt right on...PM if you are interested...You can have them cheap...
