Got a developing problem. My 2013 Street bob( 103 engine) is starting to surge when I am in first gear and going slow - 1-10 mph. Once it gets over 15 mph its fine. And good through the rest of the gears. It feels like the clutch is grabbing and then letting go. I tried to loosen clutch cable one full turn, but no help. Even tried tightening with no help. Though, when there was hardly any free play it went into neutral a little easier. Have to use the clutch to smooth slow moving. Clould the oil in the primary or transmittion be a little low or to high? Is this common and something I have to live with, or can it be corrected.
Need some help figuring out what happening.

if your clutch was slipping at 0-10 mph it would only get worse when you started accelerating. It probably has something to do with your efi system. If your going slower than 10 mph... dont. Pull in the clutch

This is typical of the "too lean from the factory because of the epa requirements" on all Harleys.
