First thing I would do is inspect the calipers & see if the pistons are fully retracting back into the caliper,they can get gunked up. Take the pads off & make sure the pistons are flush with caliper face, if they are & you still have problems you can then go with the spacer change to correct the alignment. It almost sounds like whoever did the chroming got it on way to thick, if they aren't used to doing motorcycle parts they can really screw things up, good luck.

Yes, as I said earlier, you can shift the wheel by adding and then subtracting from spacer widths.
If you want to get an idea on what it will look like ... Remove your Right Spacer and move your wheel over approx .150-.160"
