Because of the smaller size of the pulley. These have been a bear to get final torque. It appears the locking tools are aimed at the 32 tooth pulley.

I used a hose clamp around the swing arm and the locking tool. Works perfect for getting final torque. It actually helps keep the locking tool in place on the pulley. You'll bust your breaker bar far before that hose clamp fails. Just ask me
