All highway, garden state, no traffic. At 75 miles per hour......it's the bike
take a look at your plugs. are they dark and sooty like is running rich?
also how are you checking mileage, are you doing the math (miles since last fill up divided by gallons just added)?
Yeah man, everything looks good. The last tank of gas I can't judge by because the dealer was supposed to check it out but he didn't make note of the milage. He also said he ran it 9th of gas like I did , but one of the other guys at the shop told me he drained it so I don't know what to believe. I figured the milage on the tank was around 132. And he got 4.5 gallons in. He also said he doesn't believe I ran out of gas when I was on the side of the road and the bike stalled and would not start until I put gas in it. I know these guys for a long time and I've bought 3 new bikes from the . They give you a great deal on the bikes but I always pray I don't need warranty work because that's the rep they have . Service sucks. I struggled buying another harley. But for me I've never had any problems with them. I never expect more than what they are. But I really liked this bike it was exactly what I wanted. I don't put a lot of miles on my bikes because of where I live but when I ride I get as far from the city as I can. And the range just ain't there with this bike. I could go on but . Anyway if there is something wrong I'm going to figure it out. Maybe there isn't I don't know. And I hate when people say how long they've been riding. But almost all my life. And I'm 48. So I know when something is wrong. Work on my on machines as well. Thanks for all the suggestions I'll keep at it.

I do my own wrenching also, but electronic fuel injection, I am not the best to troubleshoot. I believe though that a faulty O2 sensor could cause it to go to full rich, had that happen on a company truck years back, was a 1991 ford, but also blew black smoke as a result and showed signs of too rich. may be something to look into, also if you know a good FI tech, (be auto or motorcycle), you may want to consult with them.
Just 1 other thought, a faulty sensor would likely throw a fault code, causing the check engine light to turn on.

Im getting 40s here on Long Island. Probably 15% stop and go and 85% open road. staten Island has got to drag that MPG down at least a bit but not into the 20s unless you are all street....even then.
I traded in my 2012 FXDC for a 2014 FXDL yesterday. I'm curious what I'll be getting for mileage; the FXDC was about 40 to the gallon on the highway.
I don't see why, after break-in, you wouldn't get similar mileage. The 2012 was a 96? Right? I think, at most, you'd maybe see a drop of 1 or 2 mpg in city traffic. Practically none on the highway. The bike's are similar in weight. Other than the CAN wiring and a few other things that really wouldn't effect mileage, the two are pretty close.

FWIW, my '09 Street Bob w/stage 1 would avg. 36-38 mpg combined riding and my '14 Low Rider w/stage 1 avg. 40-43 mpg combined city/highway riding. My last fill up two days ago avg. 43.2 mpg and that's with 10% ethanol in the fuel.
