Battery Light ON when Braking
yes, you can have vac readings correct even with a short to ground. remember, you are testing open so there is no load on the stator and if the short is minor, voltage might not drop enough. you could have a short between winding layers which effectively drops out put. since ac current is down, so will be dc from the regulator.
the battery light is a balance between in and out. as long as dc is high enough, the light can not ground through the system, a ground does not necessarily mean positive to negative, it can happen between two positive voltages ( or negative ) , one just being of lesser value. as the dc drops, then the light can turn on since power can flow through the light.
