Before you go spending money on fancy halogen bulbs, do some basic tests. Many older motorcycle simply no longer get 12vdc to the halogen bulbs. I have run a wire directly from the battery to two relays. Using the stock wiring to trigger the relay to power the halogen headlight, I was able to increase the light output. I have done this on several older motorcycles.

Right I have battery voltage at the light terminals so no drop, off this is on a 1999 883 sportster

Hey Man, the biggest answer in a standard halogen bulb is gonna be a Silverstar Ultra. But for the cost of that one you should call DK Customs and ask them about their direct LED replacements. In my 08 ultra I did that. Not the whole headlight swap, just swapped to their direct plug in LED bulb replacement. I have been very happy. It is brighter but I have been told it is not blinding and the wavelength (color) of the light catches reflector signs way farther than a stock light.
