If your talking about the fuse in the schematic, that's the main fuse.
The whole bike would be dead if it blows. Of no concern in what we are talking about. unless the terminals are corroded
I'll guess you have started the bike a few times so any surface charge on the battery should be gone.
Get the RPM up to around 2000 -2500 and hold it there for 8-10 seconds and see if the voltage at the battery won't get closer to 14 volts
I have a couple of things to go do.
If you get the rpm up enough and still don't see 13.8 -14.2 volts make sure all connections are clean and tight.
Then you maybe looking a charging problem.
I can't recall the ac voltage spec at the stator for your year bike but I wouldn't think 30 is real far off.

The headlight will be on when the ignition switch is in the ignition position, unless the connections to the ignition switch have been altered from stock.
