Wow...I feel sheepish...and I owe the shop an apology.
When I got the bike home, I immediately replaced the TP lights with LED side markers & LED bulbs 1156. Well I guess the bulbs are what's causing the constant draw on the Red w/white tracer wire. I took them out, put back the stock bulb and walla! 🤦🏻. The bulb needs to be an 1157

My 04 has a brake light with a similar bulb. Wont work on signals unless you put a resistor in line with it to match the 1157.
At a certain point, Harley fixed it so its system could recognize a led and work. There's a procedure you need to do. Not sure of year or procedure..

Tour Pak lights don't work as signals...they are tail light/brake light combo...hence why me putting in a 1156 (single application) it caused the bike to draw full power (brakes on) the entire time. I just installed a set of 1157 LED'S and it works flawlessly.
