It seems to me the previous owner changed the oem wiring. This is how the oem toggle switch looks like:
Here's a part of the 1996 FLS models wiring diagram, which shows the FLSTC aux lights are powered from either the low beam or the high beam through the toggle switch
Just follow the yellow wire and find out where it leads to, probably hooked up to a relay or the yellow low beam wire comming from the harness to the headlamp.
