Harley has textured spray paint, is that what you tried?

How about powder coating them?

As long as they are in a accessible area that needs touched up, an angle die grinder and conditioning discs will take care of that. If not accessible then sandpaper to get the raw finish on the fins back if they got over sprayed.

I would tape the fins you are painting as best as possible and use steel wool to get rid of the over spray if needed. Light coat, less chance of having it run on you, take your time. I thinking using sandpaper would more obvious where it was sanded at. You don't want shinny spotted fins. Haha!
