The question I would ask is if the groove was the correct size for the ring pack. While I've done dozens of engine builds, I really only have one HD motor in my resume, which kinda makes me reluctant to give my opinion. Especially since I've been hammered here before for trying to help.
Oil rings pretty much stay put if the groove is good and the assembly is done correctly.
Maybe a photo would help those with more HD experience offer an opinion

I would say you've got the wrong rings.. If the pistons have 2mm oil ring grooves, you might want to replace the pistons..
