When working with rusted fasteners, I soak them with penetrating oil (Kroil is great) overnight. Before trying to remove the bolt or nut, I tighten it very slightly, just enough to feel it move. Then I try to remove the bolt or nut by turning it in the normal direction. If it won't move in either direction, I add heat before trying again. And, always use a high quality 6 point socket / wrench on fasteners like that if possible as they are less likely to round the head.
But the reality is severely rusted fasteners may not come off without rounding the head or breaking the stud. At that point it gets more difficult to resolve. At this point, I agree with the previous comments to let an experienced shop remove the broken studs and bolts. If the holes are not drilled straight, the drill bit will go through the aluminum head like butter enlarging the hole making the repair more difficult.
