If those are the original injectors they could be getting weak and leaking down sort of like and old carb. excessive fuel leaking by on decel will make the engine pop on decel and will also cause a rough idle. I would look into those first.....JMO....

Living out here in Thailand, no chance of finding a local dyno or tuning service, so I need something that is easy to install.
I owned a 1996 FLHRI and used a Revtech (dobeck) at first but switched to the Cobra 2000I when it came out with great results. I had a flat spot in the rpm range around 4000 that I could never tune out with the Revtech. Those M&M units were notorious for losing idle speeds. I adjusted mine per the service manual once a year, I'd say.
You wrote erratic low idle.
This could be the simple result of a dirty throttle body (there are little holes to clean).
Easy to clean.
Consider NOT adding anything until the bike runs well.
You have either a fuel or air problem.
I am thinking fuel.
Consider also removing the access plate to gas tank and look for junk/garbage in the tank. The liner sometimes releases a little piece that can cause blockage.
If the bike is fuel injected then you have TWO fuel lines attached to the bottom of the tank. The fuel lines leak fuel at the swivel after many years (10+) and are not serviceable. If this fuel line maintenance was never completed it would be like trying to drink from a straw with a hole in it. Sometimes the hose deteriorates from the inside to cause fuel blockage also.
It does not sound like a major problem but instead just an overlooked maintenance/repair item.
