I didn't say you were wrong.
I said I think a bad ground was the source of both of his problems.
I didn`t mean it that way, I was just pointing it out because my post is pretty long winded....
I`m suspecting that if the OP checks terminal 85 with his voltmeter, he will find that the ground is bad, or that black wire that he was referring to is the ground wire, and it is not connected to terminal 85...
now the signals...this is real weird so I hope its not hard to understand...
one side works fine, the other side signals do not work but the dash bulb lights really dim im getting 6 volts on the marker wire...
now if I remove the dash bulb from the side that's not working, the signal will light up but does not flash, just stays lit........
but if I take the dash bulb from the side that works and plug it into the other side dash socket then that side works!
and if I try swapping bulbs...that one bulb in particular works, and every other one doesn't........
also if I press both signal buttons then everything works in unison on both sides!
I am super lost!

What did you connect the voltmeter to when you got the 6 volt reading, were you touching the probe to the bulb socket, was the bulb removed?
My first thought is excessive resistance somewhere in the circuit.
Remove the tanks, and get to the three electrical connectors near the steering head. Unplug them and clean the terminals, look for corrosion. Make sure none of the terminals have backed out of the connectors.
Clean the connectors at the signal flasher unit.

As I said before I think your problem is a bad ground.
