I would do the early FXR Shovels over the WG - but would take a WG over the Evo FXR - that's just me, never had one (they may have been great), can't speak for the later ones when the came back, never rode one of them. Still, nothing bad to say about a WG, and I prefer forward controls. I like Evos, but I loves shovels.
Bigger issue is what works for you, your mechanical ability, and your budget.

That's all it's ever been about. Ride what you like and fits you. My favorite was my 79 LowRider, but like many it's because it was my first. Had to sell for family and that's cool too. I would overpay if I ran across the right one again. The fastest and best handling was "the Dark Princess" 97 FXDL, with lots of goodies inside.

It likes to follow the seems in the road and a a twist to it in maneuvering in a parking lot. Cruise's great on a nice blacktop.
Those 21" tires love to dive into road snakes and seams, especially the Dunlop tires. The Metzler 880 really helps, especially if you go with a 90/90. Last year I put a 120/70 on and the extra width really took care of the problem and has given me the best high speed ride I've had..
