I have a HD rear rack and mount that came off a 92 FXLR. The mountbracket utilizes the stock HD sissy bar and the rack botlts to the mount. The rack has 4 ears, so you could fab up small brackets that run 90 degrees to bolt straight down and the horizontally to the rack. Don't know how to post pics, or I would.
The MoCo doesn't show the part in the 2007 catalog, but you should be able to order it, or see who's got one instock. Or check online with one of the many HD dealers that sell stuff online.

The rack bolts directly to the area you've pictured.Adding the backrest would be a matter of personal taste and what your rider might want. Here's a pic of my 93 FLHS with the rack and backrest attached:

It would be worth checking the for sale ads in the Marketplace above (see grey stripe at top of screen), you can also post a wanted ad. There is a possibility that with your low post count that you won't be able to do that until your count is up a bit higher.
