I run a "Shovelhead" era dash like that on my '94, and it has the notch. That dash was used from '68 to '84 on Shovelheads and '84 to '90 on Softails. No real idea what the notch is for. May have had some function back in the Shovelhead era, and it survives as a "vestigial" feature into the Evo era.

Another one is the "notch" or "dent" in the left side of the Heritage Softail rear fender, right about where the fender struts curve rearward. Anybody know what that's for? Must have had some use at one time. One feature I wished they'd kept was the "hinged" rear fender. Would have made tire changes a lot easier.

My buddies 2000 softail has the same notch and his dash harness goes thru that so the wires dont get pinched

My 92 softail has it but I bought an aftermarket replacement due to cracking.

Could be for harness, mine are below though, probably should have also noted the piece on frame in front of notch that sticks straight up and has a tapped hole in it also not serving a purpose, maybe a hold down for a harness ?here's a different angle...
