Maybe you have a problem with your riveted disc (clutch), it's a common issue in Sportster models but some Evo had experienced that problem too, the last guy i meet with that issue was with his 96 Road King.

For sure start with the clutch cable adjustment. That's free and easy and I bet it'll solve it.
