Here's the info for recall 92V-173. It's got to do with the needle valve in the fuel inlet of the carb.

SUMMARY:

THE FUEL INLET NEEDLE DOES NOT SEAL PROPERLY AGAINST THE FUEL INLET SEAT. CONSEQUENCE:

THE FUEL OVERFLOW SYSTEM ALLOWS FUEL TO LEAK ONTO THEGROUND, WHICH COULD RESULT IN A FIRE IF EXPOSED TO A SOURCE OF IGNITION. REMEDY:

REPLACE THE FUEL INLET NEEDLE. NOTES:

SYSTEM: FUEL.VEHICLE DESCRIPTION: HEAVY MOTORCYCLE.

Summary:
TURN SIGNAL CONTROL MODULES MAY CONTINUE TO FLASH IN THE PRESENCE OF A NON-FUNCTIONING TURN SIGNAL LAMP WHICH IS NONCONFORMANCE TO FMVSS 108.

Consequence:
DRIVER WOULD NOT BE AWARE THAT TURN SIGNAL LAMP IS NOT FLASHING. OTHER DRIVERS WOULD NOT BE WARNED WHEN THE MOTORCYCLE WAS CHANGING LANES OR MAKING A TURN, AND COULD RESULT IN AN ACCIDENT.

Remedy:
REPLACE TURN SIGNAL CONTROL MODULE, AS NECESSARY.

I gotcha I am listening and I very much appreciate all the information. I was suppose to take bike in the get the fuel needle recall seen about, but it would start, it had lights and everything, but battery wouldn't turn over motor enough to fire up the motor but had enough juice to run the neutral light and oil light and all the accessories. But I called my son to bring jumper cables to help jump it off well I hooked up cables and nothing and now now lights come on. Took batt out to it to harley shop and it was completely dead, so bought a new batt. I'm at work so tonight I'll be putting new batt in bike.
