You must have a little play in both cables, or you will have your exact problem.
You have already checked the other cable, it moves nice and free when disconnected from the carburetor, right?
Haveing a little play is ok but the idle has a lot. If i disconnect the throttle cable it does nothing. I had just adjusted the idle cable to tighten up the free play but still more slack than the throttle cable had
Did you "over grease" the throttle sleeve? I always grease my handlebar end/throttle sleeve, but if I use more than a light coat, the throttle will be slow to return.

Make sure neither cable is in a bind, disconnect them, and lube them. Make sure there is no resistance or binding at the throttle with cables removed from the carb and switch housing assembled. Make sure the carb snaps back freely with no cables attached.
Reattach the cables to the carb and properly tighten the cables adjuster.
1. Start with both adjusters collapsed.... all the way clockwise.
2. Point the front wheel straight and twist the throttle all the way open. Turn the throttle cable adjuster counterclockwise until the throttle cam stop just touches the stop boss on the carb and lock it down.
3. Turn the wheel full right. Turn the idle adjuster counterclockwise until the cable housing just touches the spring in the sleeve. Work the throttle grip to make sure you have proper return. If it doesn't return correctly (snap back) turn the adjuster 3 turns clockwise. When you have good return, lock it down.

Excellent advice! The only other thing I can think of is something not seated correctly in the throttle grip causing a bind, or cables crossed at the carb? YD
