Other direction. It's what stops you at wide open throttle.

From the video it looks like the return cable has too much slack.

Loosen up your switch box housing and everything, push the throttle up against the bars and then back it off a 1/16th. Your making a rookie mistake by pushing the throttle tube all the way up against the bar end and it's binding. The throttle tube needs a little bit of clearance from the bar end. Do this and then adjust your cables.

If you mean the Idle cable yeah. That the whole issue and why I think it frayed the old cable.
