Might be a bad module, but from what you describe, my money is on you having a short to ground somewhere on the "hot" side of your right turn signal circuit.
What you need here is a wiring diagram, a multi-meter, a six pack and an afternoon to spend chasing that circuit.

Classic symptom of a missing or poor ground connection somewhere.
Same exact thing happens often when hooking up a trailer to a tow vehicle. Activate one of the turn signals, and if the ground circuit between the vehicle and the trailer isn't good enough, every light on the trailer will blink a little. A quick test for that is to grab a set of jumper cables and connect one end to a good ground on the tow vehicle and the other end to a good ground on the trailer, and like magic, only the correct light blinks on the trailer.
So if I was troubleshooting this problem on a bike, I'd make up a few 4-ft to 6-ft long wires with alligator clips on each end and temporarily "add" them as ground connections to each component of the turn signal circuits so that I knew for sure everything had a good ground.
Bad grounds always seem to cause strange symptoms that make no sense.
I second Omaha's advice regarding the wiring diagram, beer, and plenty of time to work through this.
